Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The sequence of conflicting incidents captured the harsh reality of the current period. By day, negotiation efforts are conducted: optimistic declarations are released from different nations. Immense energy is expended on managing specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nighttime Reality
As Russia's attack progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track rocket firings from across the border, a capability afforded by up-to-date information. From observation points, defense planes that had been dispatched to counter approaching aerial threats roared overhead – modern combat jets provided to Ukraine by European allies.
Shortly after, Kyiv's missile defense thundered: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably provided by Western nations. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to grim resignation: maybe the hostile projectile won't hit its mark this time, preventing destruction from devastation and additional electricity failures.
Continuous Dangers
Not long after, a large-caliber weapon opened up on a drone somewhere nearby, part of a rapid response unit – most likely Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.
Periodically, this continued until dawn. Kyiv faced the daybreak reports: several casualties, damage and utility failures in multiple buildings as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those entire period demonstrated Ukraine's critical military reliance on international aid – a need that European nations are evidently unprepared to substitute in the immediate future.
Ineffective Peace Efforts
The 28-point plan from Washington sparked intense emotion, discussion and profound anxiety – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.
Every new approach from American administration follows the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, persist.
Tactical Assessments
It is easy to blame particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington functions according to a principle understood by seasoned negotiators: you cannot secure via talks what you have lost on the battlefield. The US administration believes that it is unfeasible to pressure the Kremlin to surrender the land that it presently holds in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, US leadership does nothing to discourage Russia, through statements or actions, from thinking that the status quo will not shift further in its favour in the months ahead.
Opposing Positions
Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but averting a complete military breakdown until conditions improve in its advantage.
Current Realities
Objectively, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: personal goals to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unworkable, so that their focus does not move to domestic problems. And although their task will now be significantly challenging after current events, it remains quite doubtful that this will modify their basic position.
These two forces are influencing discussions.
Conclusion and Outlook
It took a only one week to terminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by Washington, pushback by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.
While new proposals based on old ideas are approaching, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
